How can I prevent white spot from recurring in my fish tank?

I've been especially careful with water temperature during partial water changes and have cleaned the rocks and other items in the tank. The water has been treated with a white spot treatment when it has occurred, but it seems to return every couple months and I can't pin point what is triggering it. Any ideas? Also, are there any fish species that are not susceptible to white spot?
