Why can't the CSD , URC as well as non-CSD canteen profits be deposited to govt exchequers and audited?

Apprx 30 % of the Military is employed in commercial activities eg running CSD and Non-CSD canteens or it's adminitration.suffice to say they are all paid from the exchequers for protecting the sovereignity of the country and not meant for commercial solely profit -making vis-a-vis extreme mis-use of the fund thus held captive by a few in the hierarchy. it's time the standing army is reduced by 30 % percent and all such commercial activities are dis-banned to avoid any further erosion of values and ethics etc etc as the fund is beind used for all clandestine activities only.
