WHY DO PEOPLE AVOID YOU IF YOU ARE NOT LOOKING AT THEM???

i never understood why people who are in the same vicinity/close proximity with you will not say "hi" first unless i make eye contact with them or see them first...if i keep my eyes down they seem to slip away without even acknowledging me...why do i always have to be the one to go first?
